Kampala, Uganda: The extension of Uganda’s voter verification and update exercise, now running until February 17, 2025, ensures more citizens can participate in the democratic process. This decision is driven by overwhelming public turnout, logistical challenges, and a surge in youth participation, reflecting the nation’s evolving democratic landscape.

Why the Extension?

1. Unprecedented Turnout & Logistical Strains

The number of registered voters has risen from 18.1 million in 2021 to nearly 20 million in early 2025, with over 360,000 new registrants during the 20-day update exercise. This surge has overwhelmed the EC’s logistical capacity, with the National Identification and Registration Authority (NIRA) struggling to meet demand. Long queues, technical malfunctions, and limited resources have made it difficult for many eligible voters to register within the original timeframe. The extension ensures that no one is disenfranchised due to these systemic inefficiencies.

2. Youth Surge & Political Awakening

A significant portion of new registrants are young Ugandans, many of whom are first-time voters. This engagement has been fueled by the political awakening inspired by figures like National Unity Platform (NUP) leader Robert Kyagulanyi (Bobi Wine), who has demystified politics for Uganda’s youth. The EC has made special arrangements for Senior 5 and 6 students to register, working with schools to ensure they are properly assigned polling stations.

3. Addressing Systemic Gaps

Beyond turnout challenges, the extension allows for crucial updates to voter details, such as correcting errors and transferring polling stations for those who have relocated. EC spokesperson Julius Mucunguzi emphasizes the need for a “reliable, clean, credible, and secure” voter register, which requires participation from all stakeholders, including political parties and civil society organizations.

A Step Toward Strengthening Democracy

Voting is a fundamental right and a pillar of civic participation. By extending the registration period, the EC affirms its commitment to inclusivity and transparency. This decision acknowledges Uganda’s changing political dynamics and the growing demand for a more responsive electoral system.

Challenges & Opportunities Ahead

While the extension addresses immediate concerns, it raises questions about Uganda’s electoral infrastructure’s long-term sustainability. Can the EC and NIRA implement reforms to prevent similar challenges in future elections? Will the youth-driven political momentum lead to lasting systemic change? Achieving these goals will require investments in modern technology, expanded voter education, and a culture of transparency and accountability.

A Transformational Moment

This extension is not just a logistical adjustment—it signifies Uganda’s maturing democracy. The lessons from this exercise will shape the 2026 general elections, ensuring a more functional and representative system. Every Ugandan has a role to play in this transformation.
