Kampala, Uganda — The National Water and Sewerage Corporation (NWSC) plans to extend clean water to 22. 6 million Ugandans by 2027, thanks to a robust corporate plan.
The new Corporate Plan (2024-2027), aims to provide expanded and efficient water and sewerage services by the year 2027 in response to a growing demand for clean water especially in the growing urban centers of Uganda.
According to a document seen by these reporters, this NWSC’s 10th Corporate Plan includes ambitious targets across several strategic areas. These include; customer base growth, technological innovation, environmental conservation, and economic resilience, with a vision aligned with Uganda’s Vision 2040 and the Sustainable Development Goals (SDG No. 6).
Since its founding under the NWSC Act of 2000, NWSC has operated on a financially sustainable model while providing essential water and sewerage services. By 2027, NWSC aims to serve 22.6 million people, up from 19 million, and increase its customer connections to 1,135,000, a significant leap from the 950,000 connections reported in 2024.
In a special message, Dr. Silver Mugisha, NWSC’s Managing Director, affirmed the corporation’s commitment to making water accessible for all Ugandans.
“To our customers, you are the reason we exist,” he stated, adding that NWSC will focus on improved customer experience and ensuring that water access and efficiency benefits are directly passed on to end-users.
Customer satisfaction and service quality are also key priorities in the new plan, with NWSC pledging to maintain a minimum customer satisfaction index of 80% and further reduce non-revenue water from 34% to 31%.
These targets underscore NWSC’s success from 2021-2024, during which the corporation expanded its asset base from UGX 3.5 trillion to UGX 4.5 trillion and saw staff engagement soar to 80%, a marked improvement over the previous 50%.
To support these goals, NWSC will tap into a growing financial resource envelope, projected at UGX 1,289 billion for 2024/25, UGX 1,427 billion for 2025/26, and UGX 1,954 billion for 2026/27.
These funds will support NWSC’s operations and capital investments, enabling the corporation to upgrade infrastructure, reduce service disruptions, and deploy advanced monitoring technologies.
Technological advancements, rapid urbanization, and environmental degradation pose significant challenges, which NWSC addresses through strategic actions across seven corporate goals.
Key among these are investments in learning and capacity development, process innovations, and partnerships that enhance social investments.
The NWSC Board’s directive for this Corporate Plan also emphasizes robust governance and accountability. “We are committed to maintaining a high credit rating and ensuring cost efficiency and value for money in our investments,” noted Dr. Mugisha.
NWSC’s goals also align closely with national priorities such as industrialization, equitable access to resources, and environmental protection, areas highlighted in Uganda’s National Development Plan III (2020-2025).
Beyond customer service, NWSC is making strides to improve employee development and engagement, aiming to enhance the staff engagement index from 70% to 80% by 2027. The Corporate Plan was developed through extensive consultations involving NWSC’s Board, management, and staff representatives to ensure a well-rounded and executable strategy.
Dr. Mugisha emphasized NWSC’s commitment to workforce empowerment, stating, “We want to assure our workforce that we value your contributions and will support you to be more productive both during and after your engagement with NWSC.”
Through the 2024-2027 Corporate Plan, NWSC reaffirms its commitment to building a resilient, efficient, and customer-centered water utility, aligning with Uganda’s socio-economic goals and adapting to a rapidly evolving global landscape.
