Kampala, Uganda — July 2025
A Kabale University scholar, Associate Professor Meshach Walto Katusiimeh, has been named among Uganda’s cohort of 11 distinguished scholars selected to participate in the 2025 U.S. State Department-sponsored Fulbright and Hubert H. Humphrey Fellowship Programs.
The announcement was made by the U.S. Mission in Uganda, during a vibrant pre-departure orientation held at the American Center Kampala. Prof. Katusiimeh is also the Dean of the Faculty of Social Sciences at Kabale University.
Dr. Katusiimeh will pursue his fellowship at Rutgers University School of Public Affairs and Administration in Newark, New Jersey.
Dr. Katusiimeh joins a prestigious network of professionals heading to the United States for academic and leadership development in their respective fields.

His selection comes as a testament to his outstanding contributions to governance, public administration, and institutional accountability across Uganda and East Africa.
The Fellowship, which invites mid-career professionals with a commitment to public service, will enable him to deepen knowledge and forge international collaborations within the field of urban governance and policy innovation.
Holding a Ph.D. in Social Sciences from Wageningen University in the Netherlands (2012), Dr. Katusiimeh has over two decades of teaching, research, and administrative experience. His academic tenure has spanned Makerere University, Uganda Christian University, and Kabale University—where he currently serves as Dean.
He has also held key leadership roles, including Vice Chancellor of Ankole Western University and Head of the Department of Public Administration and Governance at UCU.
Dr. Katusiimeh’s research outputs include 18 peer-reviewed journal articles, 11 book chapters, 9 working papers, 2 doctoral supervisions, 10 MA supervisions, and a collection of grants, over 30 workshops, and community leadership engagements.
Since 2002, he has widely taught in several areas covering Public Policy Analysis, Public Administration Theory And Practice, Ethics And Public Management, Introduction To Political Science, Introduction To Public Administration, Comparative Political Systems, Comparative Public Administration, Public Policy Formulation And Management, Politics In Africa, Decentralization And Local Governance, Urban Governance, Development Theory And Interventions In Africa and Political Economy Of African States

His works are widely published in reputable journals and international policy volumes. His most recent works include in-depth studies on stakeholder participation in urban markets, ethical accountability in local governance, and educational compliance frameworks in Uganda.
He has co-authored policy chapters for institutions such as the World Bank and Bloomsbury Publishing and written extensively on decentralization, solid waste management, nomination violence, and citizen-led oversight.
“This fellowship is more than an academic journey,” Dr. Katusiimeh said. “It is an opportunity to learn from global systems, build institutional bridges, and return better equipped to advance good governance and public policy innovations that serve Ugandans, he added.”
His placement in the United States will focus on strengthening ethical leadership in governance, enhancing cross-sector collaboration, and designing adaptable systems for urban sustainability. These goals align with Uganda’s ambitions under Vision 2040 and ongoing public sector reforms targeting transparency and service delivery.
The U.S. Embassy noted that the 2025 cohort represents the spirit of excellence and civic purpose that drives Uganda’s partnership with American institutions. “These scholars are some of Uganda’s finest minds—committed to shaping democratic, resilient, and knowledge-driven societies,” stated a representative at the orientation.
Upon completion of the fellowship, Dr. Katusiimeh plans to scale regional programs that improve civic engagement and elevate academic research in governance, policy studies, and ethics. His journey continues to inspire the next generation of Ugandan scholars and public leaders.
